Gov. Martin O'Malley on Wednesday floated the idea of adding one cent to the sales tax to address Maryland's budget problems. State officials need to close a projected budget shortfall of $1.1 billion in the fiscal year that begins July 1. A 7 percent rate would give Maryland the second-highest sales tax in the country, along with five other states.
